Job Description

Head of Shelter and WASH for Northeast Syria

Country Programme: Syria

Base: Raqqa, North East Syria, with frequent travels to the field

Line Manager: Area Programs Director for Northeast Syria

About PIN:

People in Need delivers assistance in Northern Syria addressing the needs of IDPs and hosting communities in several sectors such as food security, livelihoods, shelter, protection, education and WASH. PIN is a well-established organization in NES with several field offices, direct implementation and more than 400 employees. The main office is in Erbil and provides support services to field teams inside Syria. PIN’s contribution to the Syria humanitarian response is amongst the largest, with an annual turnover of over USD 35 million across Syria and funding from humanitarian donors including ECHO, BHA, FFP, SDC.

PIN’s key programming sectors in NES include a combination of early recovery and immediate humanitarian response programs in order to:

  • Improve water service delivery and ensuring equitable access to Water and Hygiene services, in urban and rural areas;
  • Improve food security;
  • Improve access to shelter;
  • Support recovery through the rehabilitation of public institutional buildings.
  • Improve economic recovery and livelihoods recovery;
  • Improve children’s psychosocial wellbeing.
  • Leading regular monthly LEARN project review meetings (project kick off meeting inclusive) amp; coordination between programs and support departments to ensure program implementation links well to financial, procurement, HR and MEAL planning;
  • Oversee overall programmatic project spending, financial forecasting and updated workplans against project timeframe (based on monthly inputs from PMs and Finance);
  • Following up on project progress: indicators and project targets (to be) achieved;

General Position summary:

With supervision from the Area Programs Director and technical guidance from PINs Knowledge amp; Learning department, the Head of Shelter and WASH Projects will be responsible for

  • Coordination of PIN’s inputs to the LEARN consortium.
  • Overseeing Project Management of all PIN’s Shelter and WASH programming.
  • Line management of the Shelter Programme Manager and WASH Programme Manager
  • Quality assurance of all implemented Shelter and WASH activities.
Duties and responsibilities:

Project management

  • Ensuring protection/accountability and gender is mainstreamed throughout the projects.
  • Consolidating/reviewing program reports per project to ensure accuracy of the inputs;
  • Preparing the technical design for new project proposals within the areas of expertise and relevant donors’ portfolio.
  • Coordinating PIN’s inputs to the updates of the LEARN consortium proposal, including future (potential) phases of funding.
  • Further development of WASH and Shelter sectoral strategies identifying potentially new geographic areas, ways of implementation, sub-sectors and potential partnerships.
  • Identifying lessons learnt for further incorporation into programming, proposing relevant changes and reviewing how PDM and evaluation findings are used to improve implementation;
  • Identify, develop, maintain and support use of tools for capturing project memory and feedback of lessons learned into project development. Identify potential areas for assessments, studies and research to help develop further proposals based on evidence of impact
  • Identify areas for an early recovery and resilience approach, as well as working with other sector heads within PIN to identify areas for cross-sectoral programming and learning

  • Provide technical guidance in the areas of Shelter and WASH and support for implementation
  • Focus on technical quality within implementation, as well as complementarity in programming;
  • In coordination with PMs and the LEARN consortium partners, contribute to development of relevant tools, SOPs and technical standards.
  • Ensure compliance to donor technical requirements and participate in technical calls where required.

Team Management

  • Management of the WASH and Shelter PMs and coordination with other senior program staff relevant for each project;
  • Key focus on the capacity building of WASH and Shelter PMs through accompaniment, feedback, and identifying opportunities for growth
  • Assess training and development needs required for the programme team to meet the project and individual objectives and ensure quality programming.
