At this very moment, PIN is undergoing a process of strategic repositioning and organisational strengthening in an effort to regrow the Country Programme (CP) and to adjust to new developments in the country. Driven by our new two-year strategy, the CP is looking to double-down efforts to develop an offer to IDPs, Returnees, Youths and those marginalized from social protection structure that will assist them in moving from a position of protracted humanitarian need.
People in Need is aware of the deteriorated security situation in the country, change in power dynamics in the north of Afghanistan as well as rising food and livelihood insecurity amongst Afghans, the highest since 2001. In response, PIN is strengthening its humanitarian portfolio and already delivering humanitarian assistance in urban areas of Mazar-Sharif and Kabul. At the same time, the Programme team is currently making a great effort to access and develop humanitarian programming in rural areas of Balkh Province and other northern provinces, to enlarge cooperation with humanitarian partners and clusters, build strategic partnerships, while ensuring that humanitarian programming goes hand in hand with development assistance and supporting people’s long-term needs.
PURPOSE OF THIS ENGAGEMENT
With guidance and supervision from the Head of Programmes, the Grants Development Officer for Humanitarian Projects will be responsible for project development for humanitarian portfolio of PIN Afghanistan. In close coordination with HOP, s/he will lead (1) the project development of humanitarian projects; (2) support positioning, networking and building of partnership in the humanitarian field; and (3) develop standards for accountability to affected persons (AAP), protection mainstreaming and inclusion for people with disabilities (PWD) in humanitarian projects. The position reports to the Head of Programmes, working closely with Deputy Head of Programmes and MEAL Manager, and acts as a key liaison between mission departments in the development of humanitarian concept notes, proposals and cluster reporting.
