Base: Derik and potential travel around NE Syria

About the role:

PIN has been working in Northern Syria since 2012, providing support to conflict-affected communities and IDPs. PIN’s contribution to the overall Syria humanitarian response is amongst the largest, with an annual turnover of over $50 million, 40% is in NES. The major donors in NES are: EC, USAID BHA and SDC. The program in NE Syria has 4 operational offices in Derik, Kobani, Manbij and Raqqa City with approx. 300 staff.

With guidance and supervision from the NES Area Systems Director and in coordination with the Regional Coordinator and other senior management staff, the NES HR Manager is responsible for working with hub leaders and leading the HR team in proactively strengthening the relationships among staff and with the organization to maintain and improve staff engagement and satisfaction.

Duties and responsibilities:

  • Leads the NES HR team and hub leaders in ensuring the fair and consistent implementation of national and international staff policies
  • Oversees and serves as the subject matter expert for all recruitments, working with the NES HR team and hub leaders to ensure recruitment and hiring procedures are being followed fairly and consistently and the best candidates are being selected
  • Proactive identification and response to staff concerns, working with the NES HR team and hub leaders in identifying and understanding satisfaction/interpersonal issues and how to effectively address them
  • Coach and support Line Managers in mediating and resolving employee/team disagreements
  • Responsible for investigations into staff concerns, including formal complaints, and providing recommendations based on PIN policies and NES past practices
  • Responsible for all corrective/disciplinary action, including writing letters as needed, coaching leaders in how to respond, and leading the implementation of the decisions
  • Responsible for leading a team of HR officers and assistants in the implementation of HR policies and procedures, including but not limited to:
    • Contract preparation, amendments, and terminations
    • Leaves and absences
    • Payroll and benefits
    • Attendance/timesheets
  • Ensures exit interviews are conducted for all leaving staff, archived, and relevant information disseminated and feedback improved upon
  • Responsible for consulting and providing guidance on the revision of staff salaries and the Syria salary scale
  • Responsible for establishing succession plans for key roles, helping to identify high potential staff members, and establishing development plans for key individuals and the NES HR team
  • Works with regional and hub leadership on the development and implementation of the capacity building plan in NES

Suitable candidates for this position should possess:

  • Bachelor's degree in Human resources, business administration, or another relevant field
  • Four or more years of human resources experience, 2 years + in a leadership role
  • Experience with INGOs and with the region preferred
  • Experience with team management and supervision, and interest in building the capacity of national teams
  • Prior experience with HR-related processes
  • Excellent communication skills, including fluent spoken and written English
  • Strong organizational, critical analysis and problem solving skills
  • Experience with employee relations, investigations, and improving staff satisfaction
  • Experience of working in complex and volatile contexts, including familiarity with the humanitarian context of Syria or the Middle East context, would be an advantage
  • Language Skills in Arabic and/or Kurdish is a significant advantage;


Living Conditions / Environmental Conditions

  • This position is an unaccompanied. It is based in the main base in Derek, close to the Iraq Border. The office in Derik was opened in December 2019 and has a small contingent of international staff providing links to national staff in the other offices in NE Syria. The town is perceived as less conservative, offering opportunities for social life. Location of the position may change as the security situation in NE Syria is fluid.
