General Post Description

This position coordinates all livelihoods modalities of People in Need’s portfolio in Northwest Syria, namely Cash for Work (CfW), Agriculture , business grants, and possibly bakeries, all in compliance with PIN and the donor’s procedures.

The incumbent ensures smooth coordination and alignment and harmonisation of activities through managing program staff and key staff in the field. Also, representing Livelihoods activities towards, and active participation in UN clusters and the cash working group is part of this role.

The incumbent is the budget responsible person for all modalities across grants. All LLH programmatic questions are aligned with the Head of Program and LLH counterparts in other implementation areas of the Syria mission.

In this role, the incumbent drives the piloting of the relatively new micro business grants activity and build on the experiences from it to expand the early recovery component in upcoming awards.


Functional and hierarchical reporting lines

Under the supervision of the Deputy Area Director, the incumbent closely liaise with Mamp;E department managers, Finance, Head of Program and Logistics. Cooperate with Security and Accountability department and provide required inputs. Work with HQ functions, especially legal department.


Principal responsibilities and tasks:I. Across all modalities
  • Design and plan the execution of activities across the different grants for Livelihoods, Agriculture, Cash for Work, and possibly bakeries across the catchment areas in Aleppo and Idelb
  • Supervise and drive area selection processes and beneficiary targeting
  • Ensure CRM feedback is responded to and taken into account for program improvement
  • Close work with M+E and Accountability department to ensure quick response to all issues raised
  • Continuously enhancing questionnaires for PDM and other surveys as feedback loops for program improvement
  • Align relevant activities with NES counterpart

II. Modality specific tasks
  • Contracts - Develop MoU and contracts and align them with relevant functions and implementation of internal controls
  • Set value of assistance in line with FSL/Cash Working group guidance for CFW assistance
  • Recruit and remotely manage the different livelihoods teams in the field
  • Develop ideas for CFW activities with field office management staff
  • Coordinate with donor for approval in case of new activities are not mentioned in CFW USAID guidance
  • Manage the engagement of CFW team with communities
  • Set up of monitoring and reporting for CFW activities
  • Supervise and manage payment process for CFW
  • Oversee the implementation of the livelihoods business grants activity including but not limited to:
    • Provision of technical and business management trainings to beneficiaries
    • Design and provision of the start-up kits
    • Close follow up on the daily visits from the teams to beneficiaries and support the technical advisory from the team
    • Develop the tools to monitor the progress of the activity including beneficiaries engagement, linkage to markets, and the overall return benefits
  • Ensure that the design of the agriculture intervention maximizes the impact of the activity on the participating beneficiaries. This includes:
    • Reviewing previous reports and extract gaps and lessons learnt that can be utilized in the upcoming activities
    • Evaluate the assistance package in relation to value, seasonality, and types of crops supported in addition to reviewing the sets of tools and equipment needed to maximize the efficiency of the farmers work and the turnout of the yield

III. Donors, proposal and representation of PIN externally
  • Actively participates in needs assessment, project proposal development and studies/reports development in given sector
  • Ensures compliance with mission strategy, program strategy and project proposals/commitments to donors
  • Coordinates among other sectoral units to achieve project synergies and effective targeting
  • Suggests and design appropriate response strategy (in consultation with field staff in Syria)
  • Responsible for donor reporting of livelhoods modalities
  • Represent PIN actively in all UN clusters, and the Cash Working Group (CWG), advocating for innovations and standardising approaches to MPCA, SMEB coverage, represent PIN in Strategy Sub-group of CWG

Requirements:
  • Minimum five years’ experience in the sector and three years’ experience in livelihoods/early recovery programming
