Base: Raqqa, North East Syria, with travels within the region

About PIN:

People in Need (PIN) delivers assistance in Northern Syria addressing the needs of IDPs and hosting communities in several sectors, spreading in between capacities in emergency response and early recovery, namely: food security, livelihoods, shelter, protection mainstreaming, education and WASH. PIN is a well-established organization in NES with several field offices, direct implementation and more than 300 employees. PIN’s contribution to the Syria humanitarian response is amongst the largest, with an annual turnover of over USD 20 million and funding from humanitarian donors including ECHO, BHA, DG NEAR and SDC.

Sectors and objectives for this position:

1) Improved and sustainable access to shelter and WASH, 2) Supported recovery through rehabilitation of public assets and capacity building, 3) Improved economic recovery and livelihoods, both rural and urban.

General Position summary:

With supervision from the PD and technical guidance from the technical support from PINs Knowledge amp; Learning department, the Head of Economic Recovery will be responsible for:

  • Development of new livelihoods projects in NES, building upon PIN's current efforts a) to develop market-driven technical and vocational skills, support transition towards market recovery, inclusive rural areas, and b) to grow the agricultural livelihoods portfolio;
  • Providing quality and technical supervision to the programme managers of the respective line managed sectors amp; bringing broader early recovery (ER) technical perspective and climate resilience perspective into the individual sectors under ER portfolio and making linkage in between these;
  • Maintaining synergies and integrated pathways with other sectors implemented by PIN;
  • Leading on early recovery projects’ implementation, where the project design steps aside the regular ongoing repetitive programming (often with new donors);
  • Leading on project design, technical donor communication, project adjustments and reporting that concerns outcome/objectives level and crosscutting topics for early recovery projects and/or early recovery components of multisectoral projects;
  • PIN representation amongst relevant external parties: coordination mechanisms (Working Groups) on Livelihoods, Early Recovery (including its subgroups) and Durable Solutions Task Force and coordination with partners and other relevant actors present in NES.
Duties and responsibilities:

Programme amp; Project Development:

  • Working in coordination with Grants Unit on further development of the Economic recovery/livelihoods sectoral and resilience strategy, identifying new geographical areas, ways of implementation, sub-sectors, activities and partnerships;
  • Technical standardisation in implementation: responsibility over and contribution to written guidance framing PIN regional early recovery/resilience programming (SOPs, relevant tools, guidelines, etc. in place internally created or externally identified);
  • Coordination with the emergency team for complementary programming, enabling graduation approaches in programming, both towards beneficiaries and communities;
  • Following upon relevant project progress: specifically, achievements against objectives, outcome indicators/targets;
  • Operationalizing the use of data (MEAL) findings in programming: identifying lessons learned/best practices, feedback tracking - ensuring PDMs, other MEAL reports are used to improve implementation;
  • Identifying potential areas for studies, evaluations, secondary data to feed into proposals (evidence-based programming).

Team Management

  • Line management of senior program staff within programs with designated early recovery and resilience expertise;
  • Capacity development of program team in ER and resilience topics to meet related project, activity and strategy objectives and ensure quality programming.

Cooperation with grants department

  • Consolidating/reviewing program reports per project and/or sector to ensure accuracy of the inputs (objectives, outcomes, overall project achievements, cross-cutting topics);
  • Preparing technical design for new project proposals within the areas of expertise and relevant donors’ portfolio;
  • Co-responsible (alongside MEAL) for ToR content, feedback and revisions to relevant project evaluations amp; taking further action on relevant findings.
