Duty station: Kabul with frequent travel to Mazar-i-Shariff and field locations.

Duration: 12 months with possibility of extension

About People in Need:

People in Need (PIN) is an international, non-profit organization providing humanitarian and development assistance in over 20 countries worldwide. PIN draws on extensive experience across development, emergency and post emergency contexts to design, implement and monitor quality programming. Active in Afghanistan since 2002, PIN has been supporting emergency response to conflict and natural disasters, as well as people’s resilience through improvements in livelihood opportunities, better management of natural resources, strengthening of local markets, and development of practical skills.

Position Summary:

The Education in Emergencies (EiE) Manager is a position that supports Afghanistan Country Programme to ensure high quality design, implementation, monitoring and evaluation of their EiE projects. This involves in-country and remote technical support, capacity building and technical mentoring for in-country staff, supporting assessments and monitoring visits and contributing to country-level and global fundraising efforts. The Education in Emergencies Manager works under the supervision of the Country Director and in close collaboration with Desk Officers, Regional Directors and other Education Advisors. The EiE Manager will work particularly closely with country-level programme managers and the Lead EiE Advisor focused on strategic positioning and global EiE networks.

Main responsibilities:

PROGRAMME QUALITY DEVELOPMENT

  • Provides PIN country programme with technical support, reviews the quality of projects, helps to identify gaps and provides guidance to programme team for improvement
  • Supports PIN country programme in developing EIE interventions and new proposals, ensuring evidence-based project design and integrating new innovations where relevant
  • Participates in needs assessments, project baselines, midterm and/or final evaluations including through support to the development of tools and analysis of data, highlighting good practices and lessons learned and identifying future opportunities for programming
  • Ensures that EiE programme are aligned with global and in-country humanitarian needs overview (HNO) and humanitarian response plans (HRP) and PIN’s country and global level Education and Skills Strategies.
  • Coordinates with other relevant technical advisors to ensure that priority areas and cross-cutting themes are mainstreamed and appropriately coordinated
  • When needed, participates in country-level EiE Cluster, Sector, Working Groups and/or Strategic Advisory Groups, in coordination with the lead EiE Advisor

KNOWLEDGE MANAGEMENT

  • Documents PIN’s EIE experiences and lessons learned, collects and shares best practices
  • Conducts regular and thorough analysis of programmatic data, documenting alignment to minimum standards, successes, best practices and gaps and, jointly with programme team and Lead EiE Advisor (where relevant), outlining and following up on key recommendations for improvement
  • Supports cooperation with external experts (including universities and research institutes) and ensures networking with organizations working on EIE, sharing of resources and pursuance of potential partnership opportunities; coordinates with Alliance2015
  • Supports the identification of capacity gaps in EiE Country Programme and partner organisation team; creates and delivers ongoing training and mentoring to address these gaps, in coordination with the Lead EiE Advisor. Where relevant, extends capacity development opportunities to country level EiE working Groups/Clusters or other networks
  • Develops and maintains an online shared resource folder, accessible to all CPs, for the storage of all relevant EiE internal and external resources, tools and guidance

Main requirements:
  • Minimum 5 years of relevant experience in a humanitarian or recovery context
  • Extensive experience in education in emergencies programming for school-aged children, including in first phase responses and protracted crises
  • Relevant higher education, preferably in international development, education, child protection or related fields
  • Experience in development of practical guidance and tools to support quality assurance of EiE programming
  • Strong capacity in leading proposal development
  • High level of understanding of organisational learning, and the role and contribution of Monitoring, evaluation, accountability and learning (MEAL) to programme develo
