Base: Turkey, Gaziantep with travel inside North-West Syria

Line management: Programmes Director

Starting date: June/July 2023 ASAP

Duration: 6-12 months with possible extension

About the mission

PIN has been working in Turkey amp; Northwest Syria since 2012, providing emergency relief and early recovery support to conflict-affected communities and IDPs. PIN’s contribution to the overall Syria humanitarian response is amongst the largest, with an annual turnover of over $55 million. The major donors are: ECHO, BHA, ENI and SDC. In NW Syria the annual turnover is $40 million with offices in Gaziantep and 3 offices inside Syria and over 560 staff.

Aftermath the devastating earthquakes that struck Türkiye and Syria on 6 February 2023, PIN has initiated immediate response to the crisis in Türkiye and northwest Syria. The programme includes provision of hot food, shelter and hygiene support to families who were left without safe shelter and personal possessions. In addition to in-kind services, PIN launches psychosocial support programme focusing on Türkiye and northwest Syria. As it is a new programme for PIN in the region, PIN is looking for a PSS Specialist who will support the launch and implementation of the programme.

Position SummaryThe Project Manager for Psycho-Social Support role is focusing on:

As a PM for Turkiye PSS Program takes overall responsibility for all aspects of project cycle management (PCM), including identification of needs, decision to intervene, planning and formulation of the project, implementation, monitoring and evaluation, and ensuring project feedback loops are in place and lead to adaptations to improve programming in real time.


Furthermore, the Project Manager for Psycho-Social Support helps the team to launch psychosocial support programme for the survivors of the earthquake in Northwest Syria, ensures its quality and supports the team with relevant long term methodology to assure impact of provided services.

Within PM role:

Project Design amp; Proposal Development

  • Oversees needs identification and assessments to understand context, needs, capacities, vulnerabilities and risks for target communities and PIN staff; updates the needs assessments when the context changes;
  • Analyses existing governmental, donor and other relevant strategies to build project rationale and design;
  • Participates in identification and appraisal of potential project partners;
  • Develops or contributes to Logframes and project proposals in line with the Country Strategy, donor and PIN guidelines with support from Country Programme (CP) management, HQ, Knowledge and Learning Department colleagues (KLD).

Coordination amp; Representation

  • Develops and continuously updates mapping and understanding of the humanitarian/development environment, including other actors and any potential gaps based on the needs of the community; ensuring complementarity of the project with other actors.
  • Under the guidance of the Country Director and/or Head of Programmes, engages in external representation as follows:
  • proactively fosters good coordination and sharing with strategic partners, including Alliance2015 (A2015) partners, consortium partners, and local NGO partners;
  • ensures transparent and constructive communication with donors;
  • promotes PIN’s image externally through representation and active participation at meetings with key government and NGOs counterparts; and at relevant sector /cluster coordination meetings, working groups, and other relevant bodies.

Staffing, Human Resource Management

  • In cooperation with relevant colleagues (HR, Head of Systems and Operations - HoSO), responsible for relevant HR processes related to the project team, including recruitment, performance management, professional growth, capacity building and mentoring of national PIN and partners’ staff, including the identification of training needs, development of training plans and ensuring the delivery of appropriate training;
  • Fosters a positive team spirit and good interpersonal relations;
  • Appropriately delegates duties to the responsible project staff.
Qualifications
  • Psychiatrist or psychologist with a minimum of 5 years of experience working on MHPSS programs in humanitarian settings.
  • Expert knowledge of the IASC MHPSS guidelines in emergency settings.
  • Capacity building/curriculum development experience in community-based PSS programming.
  • Experience in setting up MHPSS programs in rapid onset disaster/natural disaster settings. Experience in post-earthquake contexts is an advantage.
  • Excellent English. Fluency in Turkish and/or Arabic is an advantage.
